Before we just using paypal for “online shopping”,we can not recieve money from another user.
Now we can do it. We can transfer our paypal debit to our local bank too..
To using that service we have to “verify” our account using credit card or debit card.

A code provide by that link is not a swift code, it is a clearing code. So you can not use that code to verify your paypal account.
Ask a costumer service of your bank is the best way to solf this issue. Sorry for this mistake..
